The Planner and Estimator will play a critical role in the Depot's operations, acting as a central liaison between government clients and internal production teams. This position requires a comprehensive understanding of the depot's repair, restoration, and overhaul processes for C4ISR equipment. The successful candidate will be responsible for leveraging data-driven analysis to prepare and provide detailed cost estimates for government-required tasks. This role is central to the financial and production management of the depot's workload and is funded by Direct Labor Support (DLS).
  • ROM (Rough Order of Magnitude): An initial estimate used by the Government to request funding from a sponsor.
  • Quote: A formal, detailed price provided in response to a Technical Direction Letter (TDL), used to award work to the Contractor.
  • Cost Estimate: The general term for either a ROM or Quote, depending on the stage of the request.

DUTIES AND RESPONSIBILITIES
  • Responding to Government Requests: Review and provide timely ROMs for projected or potential workload.  Develop and submit formal Quotes in response to Task Orders or Technical Direction Letters (TDLs) as per the Statement of Work (SOW, Section 8.2.1.2).
  • Assessment for Quoting: Perform thorough material validation and hands-on assessments of C4ISR equipment to gather the necessary data for developing overhaul, restoration, repair, and technical support quotes (SOW, Section 11.7).
  • Data-Driven Cost Estimation: Prepare comprehensive cost estimates that include individually listed labor hours, detailed Other Direct Cost (ODC) information, subcontractor costs, and summary totals as required (PWS/SOW Addendum, Section I(b)(2)).  Leverage historical cost data from completed tasks to refine and validate the accuracy of new estimates, ensuring continuous improvement.
  • Financial and Production Reporting: Maintain a robust and accurate database to support production and financial reporting to the Government (SOW, Section 8.1.2).  Actively review and integrate final cost data from task closeouts into the estimation database to enhance the precision of future ROMs and Quotes (SOW, Section 8.2.1.6).
  • Collaboration and Communication: Collaborate with production and workload managers, presenting data and reports in production meetings (SOW, Section 8.2.1.4).  Field ad-hoc inquiries from Contracting Officer's Representatives (CORs) regarding the status of estimates and plans for future workload (SOW, Section 8.2.1.7).  Proactively build and maintain strong relationships with production floor supervisors and technical leads to ensure all estimates are grounded in current operational realities.

REQUIRED SKILLS/YEARS OF EXPERIENCE
  • Technical Acumen: Demonstrated ability to develop a deep, holistic understanding of complex repair, restoration, and overhaul processes for C4ISR or similar electronic systems.
  • Data Analysis: Proficiency in database management and data analysis, with the ability to extract actionable insights from historical cost and production data to inform future estimates.
  • Financial Analysis: Strong skills in cost accounting and financial modeling to accurately capture all direct and indirect costs associated with a task.
  • Interpersonal Skills: Exceptional communication skills with a proven ability to build a collaborative network with internal production teams, management, and external government representatives.
  • Process Improvement Mindset: A methodical approach to identifying and implementing process improvements, particularly in the ROM-to-Quote conversion cycle and data feedback loops.

PREFERRED SKILLS
Experience in assembling and preparing documentation and reports to support and reflect progress on requirements, goals, objectives, action items, upcoming events, issues, and concerns.

Quality Management System (QMS) experience that is compatible with ISO 9001:2015.


REMARKS
-Must have better than average experience with Microsoft Office products.
-Must be able to communicate effectively in English, both verbally and in writing.
-Must be able to interface effectively with all levels of technical and management personnel.

Compensation: $35 - $50 an hour.
Compensation for positions at Centurum vary depending on a wide range of factors including, but not limited to, location, responsibilities, skill set, and level of experience.
