Job Description:

Centurum is seeking a highly skilled and experienced N39 SIGINT Subject Matter Expert (SME) to serve as a Senior Technical Analyst 3. This pivotal role involves providing expert liaison and technical support for critical Cryptologic Carry-On Program (CCOP) and Program of Record (POR) systems. The ideal candidate will leverage extensive experience in military and government cryptologic missions to provide SIGINT system engineering support, strategic planning for Distributed SIGINT Operations (DSO), and innovative solutions to complex problems within the Fleet and national SIGINT architectures. This position requires an individual capable of applying advanced skills, mentoring team members, and working without considerable direction to enhance the client's ability to pursue essential data and achieve mission success.

Key Role:
Provide liaison and technical support type duties to the Cryptologic Carry-On Program (CCOP) and Program of Record (POR) cryptologic systems, including remoting capable systems. Provide SIGINT system engineering support, support the strategic planning and implementation of Distributed SIGINT Operations (DSO) tenets, participate in manpower analysis studies, support information operations (IO) technology testing, conduct SIGINT and IO technical support studies, and work with stakeholders to determine requirements based on needs, expectations, constraints, and external interfaces. Leverage SIGINT and non-SIGINT data sources to close discovery gaps, optimize client systems, and enhance the client’s ability to pursue essential data. Apply advanced skills or extensive technical expertise, including full industry knowledge. Develop innovative solutions to complex problems, work without considerable direction, and mentor and supervise team members. Perform SIGINT system and subsystem engineering analysis, including deficiency reporting and tracking, coordination of system restoral efforts after planned or unplanned outages, feasibility studies, data analysis, and participation in engineering or software design reviews. Provide recommended enhancements specifically around SIGINT operations. Provide systems engineering support for maintenance of and upgrades to existing systems, and for the integration of new capabilities to support expanded IO roles or tasks, including remoting, target analysis, and IO mission management support. Participate in the development and track completion of a Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities - Policy (DOTMLPF-P) action plan to implement tactics, techniques, and procedures (TTP) in support of DSO requirements definition and analysis. Participate in manpower analysis studies to determine or refine the manpower resources required to implement the tenets of distributed SIGINT operations.
Basic Qualifications:
  • 15+ years of experience supporting a military and government cryptologic mission, including SIGINT system and sub-system engineering analysis or integration of capabilities
  • Experience with mission planning as a military or government Operational Planning Team Lead to conceptualize, develop, and staff courses of action
  • Experience supporting SIGINT and cryptologic strategic, operational, and tactical environments
  • Experience with MQ-4C or TRITON and P-8A Poseidon INC3 or BLK2
  • Experience with Classic Reach, SSEE INC E and F, SPECTRAL, or CCOP systems
  • Knowledge of both Fleet and national SIGINT architectures and network designs
  • Ability to develop associated strategies and implementation planning for future cryptologic CCOP and POR systems, including unmanned capabilities
  • TS/SCI clearance with current poly strongly preferred
  • HS diploma or GED
Additional Qualifications:
  • Experience leading and organizing working groups
  • Knowledge of Offensive Cyberspace Operations (OCO), Defensive Cyberspace Operations (DCO), SIGINT, IO, space, electronic warfare, and electromagnetic spectrum operations
  • Ability to develop written artifacts supporting SIGINT operations
  • Ability to think creatively and communicate thoughts both in terms of structured narrative and visual graphics
  • Ability to execute advanced Microsoft Excel and PowerPoint functions
  • Bachelor’s degree
